Press release – Rajasthan Police lathi-charge protesting school girls #WTFnews

There is an ongoing  using the RTI to monitor and improve the quality of  in Rajasthan called Shiksha Ka Sawaal. The campaign was began after student protests at the Bhim Girl's school in Rajasthan. A number of similar protests began taking place all over schools in Rajasthan and the campaign spread. Yesterday a number of young  on protest in the district of Tonk were lathi-charged by the police.

Activists demand lodging of FIR against concerned police officers
A series of protests against the state of education and teacher shortages have been ongoing by students of  schools across Rajasthan. Today on the 30th of September, girls from Chauru (Aligarh), district Tonk, Rajasthan were lathi-charged by police persons while on protest. Some of the girls were seriously injured and have been hospitalised.

Representatives of people's movements in Rajasthan report that police were sent to lathi charge the girls at the time at which they were supposed to meet the District Collector and the District Education Officer to discuss their problems. Activists asserted that the girls have the right to protest the dismal situation and quality of education in their schools. All children have the right to quality education. The girls had come out to protest the lack of teachers in their school and I instead of responses to their rightful demands, the girls faced physical and psychological violence.

This is a shameful incident for the Rajasthan Government and its Department of Education. The present  government, the district administration and the police, collectively responded to the protesting girls with violence and cruelty. According to the Right to Education no child must face any kind of corporal punishment. The actions of the police are unconstitutional and illegal.

A delegation of activists went to meet the DGP who admitted that the operation the police carried out was wrong and also spoke of taking action.

Activists have made the following demands:
1. An FIR be immediately registered against the policemen who carried out the operation
2. The girls who have been seriously injured must get free medical care and compensation
3. The District Collector and the District Education Officer must go meet the girls in hospital and those in the school in order to help stabilise the situation and help build trust and alleviate the legitimate fears of the girls
4. The criteria and standards laid down for education must be immediately met including sanctioning adequate teachers and providing adequate infrastructure

टोंक जिले के चोरु(अलीगढ) गाँव की छात्रों द्वारा की जा रही शिक्षकों की मांग पर बालिकाओं के साथ हुए लाठीचार्ज पर अनेक जनसंगठन पुलिस महानिदेशक से मिले साथ ही मुख्य सचिव को ज्ञापन भेजा गया. संगठनों का कहना था कि जब जिला कलेक्टर या जिला शिक्षा अधिकारी द्वारा बालिकाओं के साथ बातचीत का समय था उस वक्त पुलिस भिजवाकर बालिकाओं के ऊपर लाठी चलवाई गई. संगठनो का मानना है कि स्कूली बालिकाएं शिक्षा के अधिकार के तहत शिक्षकों की कमी की पूर्ती के लिए अगर सड़क पर भी विरोध करने उतर आईं तो यह उनका जायज हक़ था क्योंकि गुणवत्तापूर्ण शिक्षा हर बच्चे का अधिकार है. बालिकाओं की इस मंशा की सराहना करने के बजाय उनके साथ शारीरिक और मानसिक हिंसा की गई जो किसी भी रूप में स्वीकार्य नहीं है और निंदनीय है.
यह राजस्थान सरकार और शिक्षा विभाग के लिए शर्मनाक बात है. अच्छी शिक्षा मांगने के लिए प्रदर्शन कर रही छात्राओं पर वर्तमान भाजपा सरकार, जिला प्रशासन और पुलिस ने क्रूरता एवं संवेदनहीनता दिखाई. बाल न्याय कानून के अनुसार बच्चों के प्रति किसी भी सूरत में किसी भी तरह की यातना नहीं दी जा सकती है इसके बावजूद पुलिस का यह बर्ताव किशोर न्याय (देखरेख) एवं संरक्षण अधिनियम के तहत दंडनीय है. जब विभिन्न जनसंगठनों का एक प्रतिनिधिमंडल पुलिस महानिदेशक से मिलने गया तो उन्होंने माना कि पुलिस की यह कार्यवाही गलत थी उन्होंने समुचित कार्यवाही करने बात भी कही.
समस्त जनसंगठनों की ओर से निम्न मांग की गई:-
दोषी पुलिसकर्मियों के खिलाफ तुरंत एफआईआर दर्ज कराइ जाये.
गंभीर रूप से घायल बालिकाओं का मुफ्त इलाज करवाया जाये एवं उन्हें मुआवजा दिया जाये.
अस्पताल में भर्ती बलिकोँ एवं स्कूल में अध्ययनरत बकिलाओं से जिला कलेक्टर, जिला शिक्षा अधिकारी मिलने जाए ताकि स्थितियों पुनः सामान्य हो सकें और बालिकाओं के मन में भरोसा कायम हो सके और पुलिस का खौफ भी निकल सके.
स्कूल की गुणवत्तापूर्ण शिक्षा के लिए जरुरी मापदंडों को पूरा किया जाये. शिक्षकों की उपलब्धता तुरंत सिनिश्चित की जाये, मूलभूत सुविधाओं को अति शीघ्र पूरा किया जाये.

Subject: Immediate lodging of FIRs against the police in the matter of lathi charge of young students in Aligarh, Tonk District

Dear Sirs,

Please find enclosed the the press cutting which shows how the local police in Tonk lathi charged the young girls who were protesting rightfully for teachers in their school as they wanted to study.

This protest should have heartened the district administration and instead of sending the police, the District Collector or the District Education Officer should have gone to the place and dialogued with the girls. They should have been encouraged in their quest for good education and not beaten up.

Many of them now are in the hospital, physically injured and traumatised. Many were abused physically, touched and pushed. Is this the gift that the Government of Rajasthan and the Rajasthan police wishes to give its girls who are keen on education.

We are keen that some steps are taken immediately the suggestions are as follows:
· Suspension is not good enough, criminal cases must be lodged against the police officials who carried out lathi charge.
· The District Collector, Education Secretary (primary)must make a visit to the area and console the girls and help them come out of the trauma of police action.
· Sufficient teachers should be appointed and quality education be delivered.

"To stop talking of caste is to shut one's eyes to the most important single reality of Indian situation. One does not end caste merely by wishing it away. A 5000 year long selection of abilities has been taking place. Certain castes have become especially gifted. Thus for instance the Marwari Bania is on top with regard to industry and finance and the Saraswat Brahmin in respect of intellectual pursuits. It is absurd to talk about competing with these castes unless others are given preferential opportunities and privileges," expressed candidly, albeit brutally, by Dr. Ram Manohar Lohia in his book "The Caste System".

 

Lohia in his book added, "I must here make distinction between opportunities for employment and those for education. No one should be turned away from the portals of an educational institution because of his caste. Society would be perfectly justified in turning those away from its employment whom it has so far privileged. Let them earn their living elsewhere. Society is required alone to equip them with the necessary educational ability."

What was absurd for Dr. Lohia has become, once again, the pet theme of the upper castes after the coronation of Narendra Modi. "Caste-based reservation's time is over. Job quota should be only on economic criterion,'' thunders RSS chief Mohan Bhagwat, duly Manish Tewari of Congress endorsing the view. Classes carried this matter to foreign shores too.

 

TV news anchor Anchor Barkha Dutt's programme telecast from New York on September 23 at 9 PM (IST) in the context of the agitation of the Patel community in Gujarat is a pointer. The programme consisted of two parts. (i) A discussion with a number of Patels at an apparently Patel-owned restaurant in New Jersey. (ii) An interview and discussion with the renowned economist Prof. Jagdish Bhagwati of the Columbia University telecast in between the above discussion.

 

At the end of questions to a number of individuals and their answers, the anchor asked those who wanted a review of the Reservation policy, changing it from caste-based Reservation to income-based Reservation to lift their hands and keep them lifted until she completed counting. All hands went up and she announced this fact. Perhaps to make matters doubly sure, she asked those who did not want such review of the Reservation policy to lift their hands and again she announced that not a single hand went up.

 

Trailers of the interview with Prof. Bhagwati were telecast from the previous day to whet the appetite of viewers including an assertion of the professor that Reservation policy of India is a "disaster". He seemed to justify the agitation of the Patels on the basis of a rhetorical question: "If 90% of seats are reserved and a middle class family has to do with only 10% unreserved seats for its youth, what can such a family do?"

 

Mr. P.S. Krishnan, former Secretary to GoI, Ministry of Welfare (also Member, National Commission for SCs and STs, Special Commissioner for SCs and STs, Member-Secretary, National Commission for Backward Classes Member, Expert Committee on Backward Classes etc), issued a detailed rebuttal in the media to each and every point discussed in the New Jersey talk show and Bhagwati's ill-informed utterances. Here under the correct information provided by the former secretary:

 

Media objectivity should have required Barkha to gather an assemblage of SCs, STs and Socially and Educationally Backward Classes (BCs) and put the same questions to them. If she had done so she would have got exactly the opposite result. Media objectivity should have also required her to mention the proportions of the population in India of the two sets of communities holding the two views.

 

A participant explained that earlier the condition of the BCs was bad. Therefore, caste-based Reservation was then necessary and Patels had accepted it. According to him, conditions have now changed and there is no need for Reservation for those castes. That well-meaning gentleman seems to have been cut off from the realities in Gujarat.

He does not seem to be aware that before Madhav Singh Solanki, the first CM of Gujarat from the BCs came to power in 1980. None of the previous CMs (who were Brahmins/ Banias/ Patels) introduced Reservation for BCs. It was only Solanki who first introduced Reservation of a mere 10% for BCs in 1980. Immediately, some people of the upper castes, including prominently Patels, pounced upon the SCs who had nothing to do with the Reservation for BCs.

 

Apparently, it was not only dislike of Reservation for BCs that provoked them, but a deep-seated inherited hostility to the SCs who had traditionally been only farm-servants and other labourers at beck-and-call of the upper castes. The fact that through Reservation for SCs, introduced in 1943 by the initiative of Dr Ambedkar, some SC persons had begun to get educated, progress and occupy positions of dignity was too much for the upper castes to stomach.

 

Again in 1985, the State Government under Solanki announced increase in the BC Reservation quota to 28% as recommended by the Rane Commission, closer to the population of BCs. There was a widespread agitation against the Reservation by Patels and other upper caste students resulting in the withdrawal of the proposed increase. Later it was again introduced (27%) in 1994 in line with the Mandal Commission's recommendations and the GoI's order of 1990 thereon.

 

The gentleman who said things have changed does not seem to be aware of the continuing practices of "Untouchability" and caste-based discriminations against SCs, including social and economic boycott, in Gujarat as in most States and regions of India. He also does not seem to be aware that in all parameters of development, welfare and life the SCs and STs are at the bottom, the Socially Advanced Castes (SACs) such as Patels, Brahmins, Banias are at the top, and the BCs come in between, usually closer to the SCs and STs than to the SACs.

 

In Focus

Barkha who comes off in TV programmes as well-informed in many matters must be aware of these facts, but did not seem to find it necessary to take the trouble of informing them of these facts.Should the presentations and programmes relating to Social Justice including Reservation she anchors not free from instinctive birth-based biases?

 

Bhagwati, also a Gujarati, does not seem to be aware that in Gujarat the total per cent of Reservation is only 49% in posts in the services of the State as well as in seats in educational institutions. He does not seem to be aware that the Constitution of India as interpreted by the Supreme Court does not permit Reservation for social classes (SCs, STs and BCs) to exceed 50%. He also does not seem to be aware that except one State all other States abide by this limit.

 

Another fact he is not aware of is that the single State's case where total Reservation has gone up to 69% (not 90% even in that State) is still before the Supreme Court. All these facts must have been known to the generally well-informed Barkha. But she did not find it necessary to place the record straight so that Bhagwati's comments could be based on realities and not some non-existent 90% Reservation chimera.

 

Yet another important factor, which a learned Professor and an experienced media anchor should have laid their hands on, before entering into a free-wheeling attack on the Reservation policy of India, which was initiated by wise Maharajas well before Independence in order to rectify the imbalance, in governance and administration, of the monopoly or near-monopoly of a few castes and exclusion of most of the castes accounting for the bulk of the population, was to find out correct facts about the extent of Reservation in education, especially professional education, which is the main bone of contention.

 

Taking medical, dental, physiotherapy and engineering colleges, the number of seats to which Reservation applies, namely, Government colleges, Government-Aided colleges (only 75% seats in Government-Aided colleges, the rest being management quota), and Autonomous colleges, is 11531, while the number of seats to which Reservation does not apply, namely, Private and "self-financing" colleges, PPP colleges and management quota part of Government-Aided colleges is 63438.

Out of the seats to which Reservation applies, only 49% is reserved for SCs, ST and BCs; this comes to 5650 seats, the remaining 5881 being unreserved seats. Adding this also, the total number of unreserved seats rises to 69319. The ratio is 7.5% seats Reserved and 92.5% Unreserved seats.

 

The 90% mentioned by Bhagwati is correct; but it is the proportion of Unreserved seats. Is there any room, for complaint by Patels or other SACs? Was it not the duty of one of the most renowned Professors of Economics in the world and one of the senior-most Indian Anchors to have taken these figures into account before indulging in imaginary chimeras of 90% Reservation and nostrums based on such utterly wrong diagnosis?

 

Bhagwati vehemently characterized the Reservation policy of India as a "disaster". When Barkha drew him out further by specifically asking him whether this comment applied only to reservation for BCs and not Reservation for SCs and STs, he made it clear beyond doubt that his opposition was to Reservation for SCs and STs also. Both of them seemed to be unaware that Reservation policy which has prevented a disaster in India by giving part relief and hope for the deprived people of India who form the vast majority of the Indian population.

 

Bhagwati referred to the Reservation policy as Mandal-based policy. Perhaps, he is not aware that Reservation in India started long before Mandal, that its beginnings were in 1902 and that it had covered the whole of peninsular India well before Independence and its main protagonists were enlightened and socially responsive Maharajas, and that even at the Central level, Reservation for SCs began before Independence in 1943 by the efforts of Dr Ambedkar, who was also an illustrious alumnus of the same Columbia University where Bhagwati's interview took place.

 

Based on his diagnosis, which is totally off the mark, Bhagwati made the following suggestions:(I)Vastly increase the number of Unreserved seats. It will be unconstitutional to create and increase seats and not provide Reservation in them. In fact, even in the existing Unreserved private educational sector of seats, SCs, STs and BCs are kept out by flouting a Constitutional Amendment that was passed with virtual unanimity in 2005 empowering the State (the Central and State Governments) to reserve, by law, seats in educational institutions including private institutions for SCs, STs and Bcs. Since then the successive Governments at the Centre and most of the State Governments have been flouting this Constitutional amendment by not moving to get the required legislation passed.

 

(2) Move from Reservation to "giving handicaps" in terms of marks even up to 30%. Bhagwati did not seem to be aware and Barkha did not inform him that the Supreme Court has laid down that in the case of BCs, the handicap of marks for admission should not exceed 10%, i.e., to say no BC should be admitted to Reserved seats unless his/her qualifying marks (in the qualifying examination) is within 10% of the marks obtained by the last of the Unreserved candidate admitted. In the final examination, at the end of the course, there is no handicap for SCs, STs or BCs. The marks they have to get for passing or for a Class/Division is the same for all candidates of all social classes.

 

Reservation Not Cause of Vast Unemployment

The story is the same in the employment sector also, though Bhagwati did not specifically refer to this. The total number of posts in the public sector in Gujarat, namely, the State Government, quasi-Government and local bodies is 711,000. Assuming an approximately 30-year cycle and, therefore, assuming approximately 3 per cent of posts falling vacant annually, the total number of posts that may be filled in each year may be 21330, of which reserved seats (@49%) would be 10452. The total number of educated job seekers registered in employment exchanges in Gujarat is 905,500. The reserved seats constitute only 1.15% of the total educated unemployed.

 

Reservation cannot be blamed for the problems of poor members of the SACs who certainly deserve sympathy and appropriate help but not Reservation. The Arjun Sengupta Committee's Report has shown that poverty is much more among SCs, STs, BCs and Muslims than among SAC Hindus. The vast unemployment problem cannot be solved by the Reservation policy (Reservation policy was never intended to solve the unemployment problem but to counter inequality and imbalance in the composition of governance and administration and educational opportunities) or by tampering with the Reservation policy.

 

Duty of Governments, Anchors, Scholarly Commentators and SACs in National Interest

Anchors like Barkha and eminent scholars who comment on Reservation in a free-wheeling manner, taking a predictable position which is based on their birth, must familiarize themselves with the facts which the former secretary has provided them and realize that the purpose for which Reservation was started is yet unfulfilled and that purpose and the Constitutional mandate requires the adoption by all Governments of the full gamut of Social Justice measures (of which Reservation is only a part and not the whole) and implement them sincerely and enable the SC, ST and BC and every caste and tribe of them, to reach a level of Equality with SACs in all parameters and become capable of securing their due share of employment in and outside Government, seats in education at all levels in open competition, and really put an end to "Untouchability".

 

It is the duty of the SACs to fully cooperate with this and voluntarily abjure from imposing "Untouchability" on SCs, while seeking legitimate help for the really poor among them within the range of the Constitution. Periodic sniping at the Reservation and Social Justice policies and hampering or sabotaging their full implementation will hinder the growth and development of the nation and its economy, which is our common goal and which is essential for effectively tackling widespread poverty, unemployment and underemployment.

   It is a GREAT PITY that NOT even ONE kind-hearted LADY in the audience took the GOLDEN OPPORTUNITY of using her HANDKERCHIEF for WIPING the TEARS of our great Prime Minister Narendra Modi, when he CRIED publicly in USA, especially as he was SHEDDING TEARS for the STRUGGLES of the WOMAN who has been his MOTHER! 

   Narendra Modi had started WEEPING as soon as he remembered his POOR MOTHER who had struggled hard to bring him up, for which she had to work as a MAID-SERVANT who CLEANED UTENSILS and FILLED WATER in the houses of other people. He also stated that his MOTHER had even WORKED as a LABORER. 

   Did ALL the LADIES present in the program held on September 27 at the FACEBOOK headquarters in San Jose, California, think that Narendra Modi was shedding FALSE TEARS like any ACTOR of Bollywood or any ROCKSTAR of Hollywood? Why even ONE LADY did NOT use her HANDKERCHIEF to WIPE the TEARS of Narendra Modi, the GREATEST and MOST POPULAR Prime Minister of India?

   Women know that many children CRY to ATTRACT the ATTENTION of others to themselves! By SHEDDING TEARS while talking about his POOR MOTHER, was Narendra Modi desperately trying to DRAW the ATTENTION of the POOR VOTERS of Bihar, especially the WOMEN, to vote for "HIM" in the Assembly elections? Or do his TEARS INDICATE his EXTREME FEAR that his party, the BJP, will get BADLY DEFEATED in the Bihar Assembly elections! 

   Will the POOR PEOPLE of Bihar TRUST and VOTE for the party of a high-flying FLAMBOYANT ROCKSTAR like Narendra Modi who is always HOBNOBBING and dealing with the RICHEST PERSONS of the world, ALL of whom are BILLIONAIRES? Should the POOR PEOPLE of Bihar believe in his BOMBASTIC BOGUS PROMISES, when the BJP just will NEVER be ABLE to keep them?

Will Doordarshan and other TV producers show the CRORES of such children SHEDDING TEARS in the programs telecast on their channels? If Narendra Modi CRIES and SHEDS TEARS because his MOTHER cleaned utensils and filled water, why does he ask the Indian children and others to SWEEP the STREETS and CLEAN DIRTY TOILETS with JHAADOOS in his Swachchh Bharat Abhiyaan, when such work is MUCH WORSE and more demeaning? 

   Should we all CRY and SHED TEARS when we remember that Mahatma Gandhi, known as the "FATHER of the NATION," even cleaned TOILETS?

Thus it happened.The Kolkata Police on Thursday yet again lathi-charged on the Communist Party of India (Marxist) members, injuring several people.


I want to remind that this is like a repeat incident when on August 27, the Left activists including CPI(M) Politburo member Biman Bose and 25 policemen were injured during pitched battle with the police when the cops tried to stop their march to the state secretariat.

As per the latest report, the Left activists along with CPI members were beaten seriously while they were marching their rally towards the Lal Bazaar Police Headquarter, opposing the stance taken by the police and the state government on August 27.


In Thursday's incident, CPI-M Central Committee member Deepak Dasgupta was injured by the lathi-charge and was bleeding from his head. Also, reports say that women have been lathi-charged by the male policemen.


Though the state chief secretariat had advised the police to handle the situation carefully and not to opt for lathi-charge, the police used bricks to disperse the crowd, alleged the protesters.


The CPI-M party workers alleged that many of their members were injured by the police. Some had even alleged that while trying to flee the scene, they were being chased and were made to suffer the pain of lathis.

However, police claimed that they were made to receive rotten eggs from the protesters.

Mind you,West Bengal witnessed sporadic cases of violence in the first few hours of the nationwide strike called by Left-affiliatedtrade unions on 2nd September. Over 15 crore people from 10 trade unions were expected to join a nationwide one-day strike that is underway since morning.

In Murshidabad district's Berhampore, Trinamool Congress supporters allegedly pelted stones on CPM supporters leaving several injured. Left leader, Moinul Hassan and seven others, including two women were seen attacked by Trinamool Congress supporters. They were seriously injured in the brick batting and are admitted to the local hospital.




On August 27, the CPI(M) affiliated All India Kisan Sabha (AIKS) along with ten other Left Front affiliated peasant fronts organised the march to the secretariat in support of their 17-point charter of demands on issues such as farmer suicides and farmers's rehabilitation who affected by the recent floods.

Then,a rally led by the Left peasant's organisations in the city turned violent after the police stopped their 'Nabanna Abhijaan' – march to the state secretariat on Thursday. The Left supporters started brick-batting and pushed the guard rails against the police officers, leaving as many as 25-30 officers with serious injuries.

কলকাতা, ৩০শে সেপ্টেম্বর— ফাইল মাথায় টেবিলের তলা থেকে বেরিয়ে আসুক পুলিশ। শাসক দলের 'অর্ডার' নয়, 'ল্য' মেনেই অন্তত কাজ করুক পুলিশ প্রশাসন। মহানগরীর নাগরিক জীবনকে সুরক্ষিত রাখুন আইনের রক্ষকরা।


দাবি এই শহরের মানুষের। কলকাতাবাসীর সেই দাবিকে সোচ্চারে পৌঁছে দিতেই বৃহস্পতিবার বিকালে লালবাজার অভিযানে যাবেন এই শহরের হাজার হাজার বামফ্রন্ট কর্মী। দলদাসের ভূমিকা থেকে সরে এসে পুলিশ আইনশৃঙ্খলা রক্ষা করুক, লালবাজারে গিয়েই কলকাতার মানুষের সেই আবেদন জানিয়ে আসবেন বামফ্রন্ট নেতৃত্ব। বৃহস্পতিবার বিকাল পাঁচটায় শহরের তিন জায়গা থেকে মিছিল যাবে কলকাতা পুলিশের সদর দপ্তর লালবাজারে। ওয়াই চ্যানেল-ডোরিনা ক্রসিং, সুবোধ মল্লিক স্কোয়ার এবং কলেজ স্কোয়ার থেকে আলাদা আলাদা তিনটি মিছিল হবে। আগে ঠিক ছিল মহম্মদ আলি পার্ক থেকে একটি মিছিল যাবে লালবাজারের দিকে। যদিও পুলিশের বারংবার অনুরোধে তা পরিবর্তন করে কলেজ স্কোয়ার থেকেই মিছিল করার সিদ্ধান্ত নিয়েছে কলকাতা জেলা বামফ্রন্ট। বিমান বসু, সূর্য মিশ্র, মহম্মদ সেলিমসহ রাজ্য বামফ্রন্টের নেতৃবৃন্দ মিছিলে অংশ নেবেন।


তবে কলকাতা জেলা বামফ্রন্টের ডাকে বৃহস্পতিবার লালবাজার চলো কর্মসূচিতে কলকাতা পুলিশ আদৌ সহযোগিতার পথে যে হাঁটবে না তা বুধবার কলকাতা বামফ্রন্টের প্রতিনিধিদলের সঙ্গে আলোচনাতে তা পরিষ্কার করে দিয়েছেন পুলিশের শীর্ষ আধিকারিকরা। লালবাজার অভিযান নিয়ে বুধবার দুপুর ১টা নাগাদ সদর দপ্তরে পুলিশ প্রশাসনের অনুরোধে কলকাতা জেলা বামফ্রন্টের প্রতিনিধিরা আলোচনায় বসেছিলেন। বৈঠকে বারেবারে উঠে আসে মঙ্গলবার রাতে বেলেঘাটায় তৃণমূলীদের আক্রমণ এবং সেই সঙ্গে পুলিশের নিষ্ক্রিয়তার কথাও। এদিনের বাম প্রতিনিধিদলের নেতৃত্ব দেন কলকাতা জেলা বামফ্রন্টের বর্ষীয়ান নেতা দিলীপ সেন। প্রতিনিধিদলে ছিলেন অনাদি সাহু, তরুণ ব্যানার্জি, জীবন সাহা, প্রবীর দে, তপন মিত্র প্রমুখ। কলকাতা পুলিশের তরফে এদিনের বৈঠকে বসেছিলেন কলকাতা পুলিশের যুগ্ম কমিশনার (সদর) রাজীব মিশ্রসহ লালবাজার পার্শ্ববর্তী এলাকার তিন ডেপুটি পুলিশ কমিশনার। উপস্থিত ছিলেন কলকাতা পুলিশের যুগ্ম কমিশনার (ইনটেলিজেন্স) দিলীপ ব্যানার্জি।


পুলিশের তরফে প্রথম থেকেই মিছিল না করার প্রস্তাব দেওয়া হয়েছিলো। বামফ্রন্ট প্রতিনিধিরা দৃঢ়তার সঙ্গেই তা নাকচ করে দেন। এরপরে পুলিশ তিন দিক থেকে আসা মিছিলকে এক জায়গায় মিশিয়ে দেওয়ার প্রস্তাব দেয়। কিন্তু এই প্রশ্নেও নিজেদের ঘোষিত কর্মসূচির অবস্থান থেকে সরেননি বাম প্রতিনিধিদল। কলকাতা পুলিশের যুগ্ম কমিশনার (সদর) রাজীব মিশ্রকে পরিষ্কার বলে দেওয়া হয়, বৃহস্পতিবারের লালবাজার চলো কর্মসূচি শান্তিপূর্ণভাবেই হবে। তবুও পুলিশ আটকে দিলে যেখানে আটকে দেবে সেখানে দাঁড়িয়েই চলবে বিক্ষোভ সমাবেশ। লালবাজার চলো অভিযানের ডেপুটেশন খোদ পুলিশ কমিশনারের হাতেই দেওয়া হবে বলে এদিন পরিষ্কার জানিয়ে দিয়েছেন প্রতিনিধিদল।


পরে বামফ্রন্ট নেতৃত্ব স্পষ্টভাবে জানান, আমরা শান্তিপূর্ণভাবেই কর্মসূচি করতে চাই। তবে যদি পুলিশ বাধা দেয়, আমাদের মিছিল আটকে দেয় তবে সেই বাধা অতিক্রম করেই লালবাজার পর্যন্ত যেতে বদ্ধপরিকর থাকবেন মিছিলে অংশগ্রহণকারী মানুষজন। পুলিশের কথায় কর্মসূচির চরিত্র বদলে যাবে না। পুলিশ যদি অবাঞ্ছিত পরিস্থিতি তৈরি করতে চায় তাহলে তার দায় বর্তাবে সরকার, প্রশাসনের ওপরেই।


গোটা দেশের বিভিন্ন রাজ্যে অপরাধের হার ও প্রবণতা নিয়ে সমীক্ষা চালানো একটি বেসরকারি সংস্থার সর্বশেষ রিপোর্টে দেখা গেছে, গত তিন বছরে কলকাতা শহরে অপরাধ বৃদ্ধির হার ৭৩.১৭শতাংশ। সংগঠিত অপরাধ, ডাকাতির ঘটনার হার প্রায় ৪৯ শতাংশ। ন্যাশনাল ক্রাইম রেকর্ড ব্যুরোর সাম্প্রতিক রিপোর্ট জানাচ্ছে কেবলমাত্র ২০১৪ সালেই কলকাতা শহরে কগনিজেবল অফেন্স অর্থাৎ গ্রেপ্তারি পরোয়ানা জারি হয়েছে এমন অপরাধের সংখ্যা ২৬হাজার ১৬১টি।


প্রকাশ্যে শহরের রাস্তায় তৃণমূলী দুষ্কৃতীদের গুলির লড়াইয়ে প্রাণ হারাচ্ছেন সাধারণ যুবক, সামান্য কলেজের ছাত্র সংসদ নির্বাচনে তৃণমূলের গুলিতে পুলিশ অফিসার লুটিয়ে পড়ছেন রাস্তায়, নির্বাচনের দিন তৃণমূলের গুলি লেগে হাসপাতালে ভর্তি হচ্ছেন পুলিশকর্মী - এ দৃশ্যই ক্রমেই সহজলভ্য হয়ে উঠেছে কলকাতা মহানগরীতে। রাতের কলকাতায় পুলিশি নজরদারি বলে যে কিছু নেই তা বারবার প্রমাণ হতে থাকা সত্ত্বেও কোন ব্যবস্থা নেননি উর্দিধারীরা। শাসক তৃণমূলের শীর্ষস্তর থেকে আসা প্রশ্রয়েই যে দুষ্কৃতীরা বেপরোয়া হয়ে উঠেছে তা বারেবারে প্রমাণিত হয়েছে। সূত্রপাত হয়েছিল ২০১১ সালের নভেম্বরের প্রথম সপ্তাহেই। সেদিনই মুখ্যমন্ত্রী ইঙ্গিত দিয়েছিল, অপরাধীরা যাই করুক না কেন তৃণমূলের ছাতার তলায় থাকলে সাত খুন মাফ। ২০১১ সালের ৬ই নভেম্বর রাতে শব্দবিধি লঙ্ঘনের দায়ের ভবানীপুর থানার পুলিশ চারজনকে গ্রেপ্তার করে। প্রতিবাদে রাতেই তৃণমূলীরা থানায় হামলা চালায়, ঘেরাও করে। খবর পৌঁছায় মুখ্যমন্ত্রীর কানে। মধ্যরাতেই সপার্ষদ মুখ্যমন্ত্রী হাজির থানায়। তৎকালী পুলিশ কমিশনার রঞ্জিত পচনন্দার সামনেই অভিযুক্তদের ছাড়িয়ে নিয়ে চলে যান মুখ্যমন্ত্রী। সেদিনই যে ছবি আঁকা হয়েছিল তার পুনরাবৃত্তি ঘটেছে শহরের সব প্রান্তেই।


বেলেঘাটায় মঙ্গলবার রাতে তৃণমূলী হামলার ঘটনায় এদিন রাত পর্যন্ত কাউকে গ্রেপ্তার করে উঠতে পারেনি পুলিশ। সুকান্ত মঞ্চের সামনে সেই জায়গাতেই এদিন প্রতিবাদ সভা করার কথা ছিল। কিন্তু সেখানেই তৃণমূলীরা এদিন মঞ্চ বেঁধে রাখে যাতে বামফ্রন্ট নেতৃত্ব সেখানে সভা করতে না পারে। পুলিশ এখানেও দর্শকের ভূমিকায়। পুলিশ-তৃণমূলী এই যৌথ সন্ত্রাসের প্রতিবাদে ও লালবাজার অভিযান সফল করার আহ্বানে এদিন রাতে বেলেঘাটা থানার বিপরীতে প্রতিবাদ সভা হয়। বক্তব্য রাখেন মানব মুখার্জি, অনাদি সাহু, রূপা বাগচী, জামির মোল্লা, ইন্দ্রজিৎ ঘোষ, ধ্রুবজ্যোতি চক্রবর্তী, ফরওয়ার্ড ব্লকের ঝুমা দাস। সভাপতিত্ব করেন প্রশান্ত চ্যাটার্জি।


'লালবাজার চলো' কর্মসূচি সফল করতে এদিন দুপুরে কলকাতা কর্পোরেশনে শ্রমিক-কর্মচারীরা মিছিল করেন। মিছিল শেষে সভাও হয়। কলকাতা কর্পোরেশন এলাকার ১৪১টি ওয়ার্ড এলাকাতেই এদিন চলে প্রচার অভিযান, মিছিল, পথসভা।

Reserve Bank Governor Raghuram Rajan today described Prime Minister Narendra Modi as being "ahead of us" but said his visits abroad need to be backed up with "action on the ground".

The report titled "India grabs investment league pole position" was forwarded by the Finance Ministry, according to a PTI report. The report has come just as Modi has concluded his tour of Ireland and the US. He is slated to visit the UK in November.


The FT report said India has attracted $31 billion of FDI in the first half of 2015, ahead of $28 billion of China and $27 billion of the US.


"A ranking of the top destinations for greenfield investment (measured by estimated capital expenditure) in the first half of 2015 shows India at number one, having attracted roughly $3 billion more than China and $4 billion more than the US," the FT report said.


The report also said the country is in the pole position to pass both China and US in FDI flows this year as it has outperformed others in economic growth, bucking the apparent slowdown in emerging markets.


"With midyear data on greenfield FDI now in, 2015 looks to be a milestone year for India following its impressive performance in 2014," the report said.


India is tracking well ahead of where it was at this time last year: it has more than doubled its midyear investment levels, attracting $30 billion by the end of June 2015 compared with $12 billion in the first half of last year.


India's achievement this year is particularly significant, considering that 97 of the 154 countries that are counted as emerging markets are seeing a decline in capital spend year on year in greenfield projects, the report pointed out.


The report said that in 2014 India ranked fifth in terms of capital investment, after China, the US, the UK and Mexico.


"In a year when many major FDI destinations posted declines, India experienced one of 2014's best FDI growth rates, increasing its number of projects by 47%," it said.


That year India saw a capital inflow of $24 billion, while China topped with $75 billion and the US at the second slot with $51 billion. The UK with a $35 billion capex was the thrid and Mexico ($33 billion) the fourth.


For sure, the FT report will help the government answer the criticisms on frequent foreign tours made by Modi and also the slow pace of some of the much-needed reforms. The officials are already projecting the report as a stamp of approval for the various measures taken by the government over the last one year.


"In the past one year, the government has initiated a number of measures to improve the investment climate and ease of doing business. Several policy initiatives and reforms have also been undertaken. The higher FDI inflows are reflective of the growing positive sentiment about India as an investment destination," economic affairs secretary Shaktikanta Das has told the Business Standard.

Revival Hopes Push Valuations Ahead of Profit Growth





FY15 NET PROFIT for one out of every three of the BSE 500 companies is lower than what it was 5 years ago; PEs above FY11 average levels

ET Intelligence Group: The gap between reality and expectations has widened in Dalal Street as investors continue to bet on hopes of a revival in the Indian economy. The outcome is valuations of some of the top companies running well ahead of their profit growth.

And, chances are that a greater number of market participants would bet on a better economic environment after RBI's decision to aggressively cut rate. They also hope that lenders would pass on the cheaper rate.

According to the ETIG's analysis, the current trailing PE multiples of 121 out of BSE200 stocks are above their five-year-ago (FY11) average levels. The cause of concern is that the FY15 net profit for one out of every three companies is lower than what it was five years ago.

Market trackers believe that the bloom in valuation reflects high hopes of a better profit growth in the next two years.

"Growth stories for these companies have changed over the past five years. Their current valuation multiples reflect the growth expectation in the next two-three years," said Hitesh Agrawal, research head, Reliance Securities.

He added that companies with sound management and proven business models would continue to command higher valuation despite a profit deceleration caused by slack demand. Most of the 39 com A panies (out of 121) that reported lower profits compared with the five-year-ago level belong to cyclical sectors like banking, capital goods, cement and power. The rest are in businesses like entertainment and media, fast moving consumer goods (FMCG), pharmaceuticals, real estate and telecom.

ACC, Adani Power, Bajaj Finserv, BHEL, Crompton Greaves, Grasim Industries, Hindalco, Larsen & Toubro, Shree Cement, Tata Power, and Wockhardt are some of the companies that continue to enjoy higher PE multiples but reported lower profits for the full year ended March 31, 2015 than that recorded five years ago.

"Over the past two fiscals, we have witnessed that analysts begin the year with high growth expectations only to taper them by the end of the year.
